There are a couple of documents that deal with noise from the power steering system:
#PIT4537C: Whine Or Moan Noise From The Power Steering - keywords air bleeding fluid gear hose pinion pump rack turn turning wheel - (Feb 24, 2009) Fix: Bleed air from the power steering system.
#PIT4879: Power Steering Moan Or Whine Noise - (Jun 16, 2009) Fix: This noise may be caused by vibrations in the transfer lines on the steering gear. To fix this concern it will be necessary to add 1/4 inch fuel hose (part number 09439646) to the straight length of the transfer lines, using three tie straps per line to attach the hose to the transfer line. The fuel hose should be approximately 3 inches in length. It will be necessary to split the fuel hose down the center, so it can be wrapped around the transfer lines. The fuel hose should be attached to the transfer line in three places. The tie straps at the ends should be placed 5mm from the end of the hose.
