First, the power steering is full of fluid. When I drive at normal speeds the steering is fine, but when I slow to a stop light the steering wheel is hard to turn, and when it is stopped it is even harder to turn. When I get going again it smooths out to normal. Any ideas??? Thanks.

Belt is in good condition and not slipping? Tensioner is working properly?
If yes to above, likely the pump?

Well, I have decided it's too cold where I live so I am taking to an old friend's auto shop and have him test things out. Thanks for the response! I'll have him check that first.

If it is very cold, maybe some moisture got into the pump or hoses and it froze?
