I have an 08 GMC Acadia SLE. I had tie rods replaced a few days ago. Yesterday morning, 2 days after tie rod replacement, we noticed a power steering fluid leak on the ground. After driving to and from work with the power steering going in and out, power steering went completely out, and there is fluid on the bottom of both boots on the rack. My question is, could the shop that replaced the tie rods have damaged the seals or rack somehow during service?

Welcome to the forum.
There is a possibility the rack seals were damaged if the tech wasn't too careful when they did the job. Their workmanship may have some sort of guarantee. You should talk with the shop manager about the situation to see what they have to say about it. You might have an uphill battle, though, given the age of your vehicle.
