I've searched and it appears an Osram Joule l3130r-4cs LED bulb is not available. It goes back to the earlier years of using LED bulbs in OEM applications.
It may be something to do with supply channels and/or lack of market for selling these. Not a good thing.
You can keep trying GM dealers or online GM parts outlets.

Try this on many of the online GM parts sites: GM 13582912

Thanks, this is very helpful... I tried to order the bulb, but they cancelled it and said the part is on indefinite backorder

Search online for "GM Parts" and check other vendors.

A lot of parts from all car makers due to supply problems, shipping and COVID-19 issues.

These days, salvage yards like to sell the whole tail light assembly including the existing lights. so may be difficult to find one to part out just the LED light.
Although, if they are smart, they might remove the LED bulb if the tail light was damaged in a resultant crash.

I have several pick and pulls in my area. They have no issue with selling just the bulbs.

Hello bxd20. I called the three dealers you listed and they do not have this bulb aval. Any other places you know of? Thank you in advance!

That’s strange. Their inventory systems must be off. Try these:

Careful replacing incandescent bulbs (on older vehicles that didn't come with LEDs) with LED units. Read some horror stories.
The referenced LED bulbs are for the stock LED bulb GM used. It is an kind of a now odd ball Osram bulb that is difficult to find in stock.

Just ordered from the GM parts bin link. Hopefully they are in stock.. I've also been to 3 salvage yards around me and no luck. Thanks for your help so far
Please do update us so that others that may need the bulb might also find one.
